Henry Markram, director of the IBM Blue Brain Project, has already simulated elements of a human brain.
He told the TED Global conference in Oxford that a synthetic human brain would be of particular use finding treatments for mental illnesses.

Goal could make Minority Report a reality ?
OTTAWA — Canadian defence researchers are investigating how brain signals might distinguish hostile intent from everyday emotions such as anger and fear.
Though there is still much to learn, the goal is to push biometric science beyond identification techniques to a new frontier where covert security technology would secretly scan peoples’ minds to determine whether they harbour malicious intent.
“This ability can be used by members of the military and the security forces to isolate adversaries prior to commission of actions,” according to a research paper posted on the federal government’s Defence Research and Development Canada website last week.
The concept resembles Steven Spielberg’s 2002 sci-fi thriller Minority Report, in which police in 2054 apprehend criminals based on a foreknowledge of crimes yet to be committed.
If successful in the real world, the “biometrics of intent” could, for example, help determine whether the anxious-looking man at the airport is just stressed-out or actually dangerous. Or if someone is just having a bad day at the office or really does intend to kill the boss.
Intent is a tricky psychological state and difficult to differentiate from beliefs, desires and negative but routine emotions.
But intent implies a person has made a preceding decision to take an action, while emotions and beliefs are often static or fleeting.
“Intentions are formed at a later time point compared to beliefs and emotions, so the idea is that some level of mental effort goes into forming intentions,” says Dr. Oshin Vartanian, a scientist with the federal research arm of the defence department.
How to isolate the brain physiology of intentional mental states is part of a continuing project by Vartanian and defence research colleagues Alexandra Muller-Gass and Stergios Stergiopoulos.
Already, they are building a behavioural databank of test subjects’ electroencephalographic (EEG) and functional magnetic resonance imaging (FMRI) responses to viewing positive, negative and neutral pictures. (EEG is a measurement of electrical wave activity in the brain. FMRI measures changes in neural blood flow.) Heart rates were also measured.
By the end of the year, they hope to complete analysis of new data measuring test subjects’ responses to pictorial stimuli intended to induce anxiety-provoking emotional states. That has proven more difficult.
“If you were simply looking to distinguish a negative from a positive state, we can do that quite reliably. But within negative states, say you wanted to parse anger from sadness from fear, that becomes much trickier,” says Vartanian, who specializes in cognitive neuroscience and FMRI.
An ultimate research goal is to establish a databank of people’s normal psychophysiological and behavioural responses to various emotional states and use it to isolate the physiology of intentional mental states.
But Vartanian and other scientists in the global field face increasingly complex challenges.
One is to understand precisely how the mind distinguishes between negative emotions such as fear, anger and sadness.
Vartanian believes it will be decades before the science is married with technology in the field.
But he also has reservations about using the technology to prosecute inchoate criminal acts, “unless you are on very solid footing that you’ve got a very reliable and valid method. The pragmatic thing to do is to see whether you can do more rudimentary things first.”
One early application might perhaps be to replace controversial polygraph testing.
“Me and a lot of other people have been quite worried about the fact the people have become prematurely enthusiastic about the use of the this technology in the future for defensive security,” he says.
“As a discipline, psychology is over 100 years old and we still don’t have very good psychological models of intentional states to then really propagate that a level higher to biological indicators of intentional states.
“I think it’s going to take a very long time and I think the verdict is still out as to whether this can really be used in the future or not.”

Can A Satellite Read Your Thoughts? – Physics Revealed –
quite a stir around the Internet. From the legitimate crazies to the classic muddy-the-water tactics employed by various defense departments, the article has drawn attention right across the globe. For those that have been living under a rock, the last article in this series demonstrated that action potentials (firing neurons) produce detectable radio signals in the SLF/ELF bands (1-1000Hz).
These radio signals can be used to reveal the thoughts, feelings, vision, spacial reasoning and unconscious activity of the brain. It is simply a matter of correlating the patterns received with those produced by the various neural networks to decode the activity. I am deliberately avoiding the term demodulate as no information is modulated onto the radio waves.
One question that keeps popping up is the mechanics of the capture and analysis of these radio signals. How do we go from an SLF/ELF radio wave, with limited bandwidth, to usable information or input that an A.I. can process?
Let’s find out.
Obeying The Speed Limit
The first major issue we encounter is at what altitude can we place our orbiting satellites? This is a relatively easy thing to approximate. The speed of light, in a vacuum, is constant. It travels at 299,792,458 m/s or nearly 300,000 Km/s and somewhat slower depending on the medium it transverses. Whilst at a glance it would seem that you can place the satellites anywhere you like, there is a practical limit given the need for two-way communication with the human brain.
Whilst it may seem to us that we experience the world as it is happening there is, in fact, a small delay. This can be anywhere from 100-200ms. To be of any use, an A.I. needs to be able to analyze information almost as fast as a human can perceive it. That is, for the A.I. to appear to be “in your head”, like a form of Schizophrenia, it must leverage the window provided by the 100-200ms delay. Thus, a round trip, including processing, must be under 200ms for the illusion to be maintained, a maximum of 100ms in either direction. As such, defined limits are imposed upon any solution.
If we examine our first diagram, we can observe a direct relay solution. That is, information captured by the satellite is relayed to a ground station directly. In this scenario, we have four transmissions to complete a round trip to the target. Thus, without considering processing, we know that each transmission can be at maximum 50ms. This gives us a maximum altitude of 14,989.62Km for our satellites which is well below GPS satellites at 20,200Km.
If we now take into consideration processing time, hops between dedicated hardware, lag and atmospheric issues, we could safely approximate 50-80ms. This now reduces our maximum altitude to around 10,000Km.
We cannot always guarantee that our satellite will be in direct line of sight contact with a ground station. In this scenario, we need to relay our information to a satellite that is within transmitting range. This scenario is demonstrated in the second diagram to the right. As a result, our altitude could drop to around 6,000Km or less.
Our constellation is not hindered by line-of-sight requirements of Microwaves as SLF/ELF waves can pass through relatively deep rock and water without a corresponding drop off in signal strength. Thus, a significant drop in altitude would not effect the coverage to any great extent and 30-60 satellites could provide global coverage.
Such a system need only generate around 0.00000002079 Watts, at ground level on the right frequency, to trigger the firing of a neuron. Thus, the SLF/ELF transmitters do not need to be of classical large sizes allowing for dense, power efficient, transmitter arrays in a form factor suitable for satellite deployment. Just keep in mind that an antenna’s function is to increase the amplitude of a wave through electrical resonance. With such small amplitudes, the classical submarine transmitters of 50Km or more are not required. In this form factor, a very rough estimate of a few thousand small antennas, per satellite, is feasible.
So, we have a good approximation of the infrastructure required and the limits that physics imposes. What we need to analyze now is the
processing of that information.
Input, Input, Input
If we examine the third diagram, we can obtain a basic idea of the “snapshot” each satellite captures. In a given time frame, a range of frequencies is detected. To isolate a particular person, we use a form of trilateration similar to how GPS functions (see forth diagram). In this case, the Digital Signal Processing equipment on the ground replaces the function of the GPS receiver. Given the nature of SLF/ELF waves, atomic timing and detailed information on satellite drift and atmospheric conditions, millimeter or greater resolution can be achieved. The margin of error in GPS is related to both the lack of a wide range of information and processing power at the GPS receiver.
Once we have determined our desired location, we can collate the frequencies emanating from that particular location and disregard the rest of the information. This provides us with a reduced FFT diagram which represents the electrical activity of a particular individual. We can observe this collated diagram in the fifth image to the right.
From here, it is matter of correlating peaks and patterns against known neural activity. This acts as our translator or lexicon to decode the electrical activity into meaningful information. This is shown in the sixth diagram to the right. Performed in near real-time, every activity, thought, feeling, sight or sound can be captured and recorded.
So, we have shown how signal analysis can be used to infer the activity, both physical and mental, of a targeted individual. It also shows that there is not a giant leap in returning such signals to the brain and effectively hijacking it. Once the frequencies the target’s brain emanates have been isolated, an entire stage of processing (trilateration) can be skipped, unless real-time tracking is required.
Of course, certain architecture choices can provide additional features applicable to intelligence gathering. The first is the storage and analysis of historical information. This allows the A.I. to refer to elements in your past, even though it was not specifically examining you at the time. This can be used to increase the Schizophrenic illusion by inferring that the voice, or personality, was always there. Further to this, an individual not aware of the presence of this system, could have their opinions and feelings manipulated. This is especially useful when a certain political outcome is desired, such as peace negotiations or trade decisions.
A second design choice and arguably the most useful, is a modification on keyword analysis. “Key Thought Analysis” reviews all data in a particular grid search (for example a province in Afghanistan) to reveal individuals thinking of specific activity. Once located, the spacial resolution can be widened to reveal individuals in their presence and whether this was a group planning an attack.
Finally, we could have two or more layers of satellites, one used for real-time interaction with an A.I. and a second set simply gathering information. The latter could be at any altitude.
The Network brings together researchers and commercial companies working on artificial perception systems to model neuronal functions and cognitive processes, to optimize existing learning algorithms and to realize intelligent artificial systems.

(4) Reduce you to zombie status. By constantly hurling laser rays into your brain, destroying brain cells, they hope to turn you gradually into a mindless individual who from outward appearances suffers from Alzheimer’s disease or dementia.
(5) Make life physically and mentally miserable for you. The electronic torture and mind control techniques cause you physical pain, mental anguish, and deprive you of sleep, rendering you ineffective in your work and daily life.
(6) Often harassers seek to cause bodily harm and even death by causing vehicular and other accidents due to sleep deprivation. Through the use of the computer program that operates off the microchip, they can also cause heart attacks, gastric problems, and other ailments that might hospitalize you or kill you.

The Pentagon’s Defense Advanced Research Projects Agency is funding a number of technologies that tap into the brain’s ability to detect threats before the conscious mind is able to process the information. Already, there is Pentagon-sponsored work on using the brain’s pattern detection capabilities for enhanced goggles and super-fast satellite imagery analysis. What happens, however, when the Pentagon ultimately uses this enhanced capability for targeting weapons?
This question has led Stephen White to write a fascinating article exploring the implications of a soldiers’ legal culpability for weapons that may someday tap into this “pre-conscious” brain activity. Like the Minority Report notion of “pre-crime,” where someone is convicted for contemplating a criminal act they haven’t yet acted upon, this article raises the intriguing question of whether a soldier could be convicted for the mistake made by a pre-conscious brain wave.
One of the justifications for employing a brain-machine interface is that the human brain can perform image calculations in parallel and can thus recognize items, such as targets, and classify them in 200 milliseconds, a rate orders of magnitude faster than computers can perform such operations. In fact, the image processing occurs faster than the subject can become conscious of what he or she sees. Studies of patients with damage to the striate cortex possess what neuropsychologists term “blindsight,” an ability to predict accurately where objects are positioned, even when they are placed outside these patients’ field of vision. The existence of this ability suggests the operation of an unconscious visual perception system in the human brain. These blindsight patients often exhibit “levels of accuracy well beyond the performance of normal observers making judgments close to the threshold of awareness,” particularly with regard to locating ‘unseen’ objects. The speed of visual recognition varies depending on its degree of the perceived object’s multivalence; ambiguous objects take more time to process. If neuralinterfaced weapons were designed to fire at the time of recognition rather than after the disambiguation process, a process that would likely need to occur for the pilot to differentiate between combatants and protected persons, the pilot firing them presumably would lack criminal accountability for the act implicit in willful killing. Because of the way brain-interfaced weapons may interrupt the biology of consciousness, reasonable doubt may exist as to whether an actor performed a conscious act in the event of a contested incident.
It’s not just legal analysts who recognize this issue. After reading my article on “Luke’s Binoculars” — DARPA’s brain-tapping binos program — one neuroscientist raised an obvious concern: Psychopathy is linked to bypassing the inhibitory control mechanisms of prefrontal cortex, and do we really want psychopathic soldiers?”

NeuroMIND – Neuroscience and Micro Nano Devices
A project in VINNOVA’s BioNanoIT programme in collaboration with Dept of Neuroscience, Karolinska Institutet. Overall objectives: to develop and industrialize micro/nano devices for applications in neuroscience, and in particular:
Development, improvement and industrialization of micromachined multielectrode probes for recordings in neural tissue.
Evaluation and use of the neural probes in application experiments (multi-unit recordings), thus providing input and feedback to probe development.
The vertebrate brain is a complex system of cortical areas and subcortical structures making up an intricate network of functional circuits for sensory perception, cognition, emotional response, and motor control.
Each circuit is composed of thousands of neurons organized into local networks which perform powerful processing contributing to different aspects of the behaviour. Although the characteristics of single neurons have been studied extensively, the different functions of the brain cannot be explained without taking its network properties in account. For most systems these are largely unknown as it has been very difficult to study the activity of many neurons at the same time. Thus there is a gap in our understanding between the cellular and system levels.
Microfabricated tools that enable multiple and simultaneous recordings to be made in neural tissue are essential to narrow that gap, and some observers believe that a quantum jump in the understanding of the brain is likely to occur at some point, as the number of recording sites increases. Such tools may also find utility in drug discovery processes. Furthermore, Sweden has an outstanding tradition in the neurosciences to build new cross-disciplinary ventures upon.
Overall project objectives: To develop and industrialize micro/nano devices for applications in neuroscience, and in particular:
Development, improvement and industrialization of micromachined multielectrode probes for recordings in neural tissue. Evaluation and use of the neural probes in application experiments (multi-unit recordings), thus providing input and feedback to probe development.

A.) Just as one begins to drift into sleep they suddenly

light in the eyes while closed.

find they feel a pain.
H.) The lowest level of exposure is when they are
secretly treating you (prepping) depending on your
hearing sensitivity a high pitched (hard to hear) ring
in the ears changing pitch slightly and irregularly
audible and inaudible. It is the frequency field detecting
and altering your physiology.
J.) Heavy Jolts (feels like 220) to cause heart attack especially
as you go to sleep and just as you wake up, strong person in A+ shape
has a hard time recovering. Effects of near heart attack reaction felt even
several days later.
H.) AS YOU AWAKEN you hear a clicking,
chirping, buzzing or other noise not
known to be caused by your radio,
alarm clock or other conveniences noise,
this appears to be a method of reducing your sleep
time further for sleep deprivation by the remote
operator to wear you down for and increase
their ability to influence you for their agenda.
I.) Days or weeks after initial bombardment by the
prepping radiation frequency the victim experiences
various pains, sensations, illnesses, shocks,
alteration of mental states including emotion swings, and even
auditory (sound) disturbances; which can lead the uneducated
(people who don’t know they are under attack think they are
going insane) may go insane or lead to depression.

Nervous System Manipulation by EM Fields from Monitors

Abstract: Physiological effects have been observed in a human subject in response to stimulation of the skin with weak electromagnetic fields that are pulsed with certain frequencies near 1/2 Hz or 2.4 Hz, such as to excite a sensory resonance.
Many computer monitors and TV tubes, when displaying pulsed images, emit pulsed electromagnetic fields of sufficient amplitudes to cause such excitation. It is therefore possible to manipulate the nervous system of a subject by pulsing images displayed on a nearby computer monitor or TV set.
For the latter, the image pulsing may be embedded in the program material, or it may be overlaid by modulating a video stream, either as an RF signal or as a video signal. The image displayed on a computer monitor may be pulsed effectively by a simple computer program. For certain monitors, pulsed electromagnetic fields capable of exciting sensory resonances in nearby subjects may be generated even as the displayed images are pulsed with subliminal intensity.

Method and Apparatus for Analyzing Neurological Response to Emotion-Inducing Stimuli

Abstract: A method of determining the extent of the emotional response of a test subject to stimuli having a time-varying visual content, for example, an advertising presentation. The test subject is positioned to observe the presentation for a given duration, and a path of communication is established between the subject and a brain wave detector/analyzer.
The intensity component of each of at least two different brain wave frequencies is measured during the exposure, and each frequency is associated with a particular emotion. While the subject views the presentation, periodic variations in the intensity component of the brain waves of each of the particular frequencies selected is measured.
The change rates in the intensity at regular periods during the duration are also measured. The intensity change rates are then used to construct a graph of plural coordinate points, and these coordinate points graphically establish the composite emotional reaction of the subject as the presentation continues.

Behavior Modification

Abstract: Behavior modification of a human subject takes place under hypnosis, when the subject is in a relaxed state. A machine plays back a video or audio recording, during which the subject is instructed to activate a device to create a perceptible stimulation which is linked, through the hypnosis, with a visualization of enhanced or improved performance.
After the hypnosis, the user can reactivate the device at will, whenever the improved performance, such as an improved sporting performance, is desired. This will again create the perceptible stimulation and thus induce the required visualization.

Intra-Oral Electronic Tracking Device

Abstract: An improved stealthy, non-surgical, biocompatible electronic tracking device is provided in which a housing is placed intra-orally. The housing contains micro circuitry. The micro circuitry comprises a receiver, a passive mode to active mode activator, a signal decoder for determining positional fix, a transmitter, an antenna, and a power supply.
Optionally, an amplifier may be utilized to boost signal strength. The power supply energizes the receiver. Upon receiving a coded activating signal, the positional fix signal decoder is energized, determining a positional fix. The transmitter subsequently transmits through the antenna a position locating signal to be received by a remote locator. In another embodiment of the present invention, the micro circuitry comprises a receiver, a passive mode to active mode activator, a transmitter, an antenna and a power supply.
Optionally, an amplifier may be utilized to boost signal strength. The power supply energizes the receiver. Upon receiving a coded activating signal, the transmitter is energized. The transmitter subsequently transmits through the antenna a homing signal to be received by a remote locator.

Pulse Variability in Electric Field Manipulation of Nervous Systems

Abstract: Apparatus and method for manipulating the nervous system of a subject by applying to the skin a pulsing external electric field which, although too weak to cause classical nerve stimulation, modulates the normal spontaneous spiking patterns of certain kinds of afferent nerves. For certain pulse frequencies the electric field stimulation can excite in the nervous system resonances with observable physiological consequences.
Pulse variability is introduced for the purpose of thwarting habituation of the nervous system to the repetitive stimulation, or to alleviate the need for precise tuning to a resonance frequency, or to control pathological oscillatory neural activities such as tremors or seizures. Pulse generators with stochastic and deterministic pulse variability are disclosed, and the output of an effective generator of the latter type is characterized.

Abstract: Method and apparatus for manipulating the nervous system by imparting subliminal pulsative cooling to the subject’s skin at a frequency that is suitable for the excitation of a sensory resonance. At present, two major sensory resonances are known, with frequencies near 1/2 Hz and 2.4 Hz. The 1/2 Hz sensory resonance causes relaxation, sleepiness, ptosis of the eyelids, a tonic smile, a “knot” in the stomach, or sexual excitement, depending on the precise frequency used.
The 2.4 Hz resonance causes the slowing of certain cortical activities, and is characterized by a large increase of the time needed to silently count backward from 100 to 60, with the eyes closed. The invention can be used by the general public for inducing relaxation, sleep, or sexual excitement, and clinically for the control and perhaps a treatment of tremors, seizures, and autonomic system disorders such as panic attacks.
Embodiments shown are a pulsed fan to impart subliminal cooling pulses to the subject’s skin, and a silent device which induces periodically varying flow past the subject’s skin, the flow being induced by pulsative rising warm air plumes that are caused by a thin resistive wire which is periodically heated by electric current pulses.

Electric Fringe Field Generator for Manipulating Nervous Systems

Abstract: Apparatus and method for manipulating the nervous system of a subject through afferent nerves, modulated by externally applied weak fluctuating electric fields, tuned to certain frequencies such as to excite a resonance in neural circuits. Depending on the frequency chosen, excitation of such resonances causes in a human subject relaxation, sleepiness, sexual excitement, or the slowing of certain cortical processes.
The electric field used for stimulation of the subject is induced by a pair of field electrodes charged to opposite polarity and placed such that the subject is entirely outside the space between the field electrodes. Such configuration allows for very compact devices where the field electrodes and a battery-powered voltage generator are contained in a small casing, such as a powder box. The stimulation by the weak external electric field relies on frequency modulation of spontaneous spiking patterns of afferent nerves.
The method and apparatus can be used by the general public as an aid to relaxation, sleep, or arousal, and clinically for the control and perhaps the treatment of tremors and seizures, and disorders of the autonomic nervous system, such as panic attacks.

Abstract: A therapeutic behavior modification program, compliance monitoring and feedback system includes a server-based relational database and one or more microprocessors electronically coupled to the server. The system enables development of a therapeutic behavior modification program having a series of milestones for an individual to achieve lifestyle changes necessary to maintain his or her health or recover from ailments or medical procedures.
The program may be modified by a physician or trained case advisor prior to implementation. The system monitors the individual’s compliance with the program by prompting the individual to enter health-related data, correlating the individual’s entered data with the milestones in the behavior modification program and generating compliance data indicative of the individual’s progress toward achievement of the program milestones. The system also includes an integrated system of graphical system interfaces for motivating the individual to comply with the program.
Through the interfaces, the individual can access the database to review the compliance data and obtain health information from a remote source such as selected sites on the Internet.
The system also provides an electronic calendar integrated with the behavior modification program for signaling the individual to take action pursuant to the behavior modification program in which the calendar accesses the relational database and integrates requirements of the program with the individual’s daily schedule, and an electronic journal for enabling the individual to enter personal health-related information into the system on a regular basis. In addition, the system includes an electronic meeting room for linking the individual to a plurality of other individuals having related behavior modification programs for facilitating group peer support sessions for compliance with the program.
The system enables motivational media presentations to be made to the individuals in the electronic meeting room as part of the group support session to facilitate interactive group discussion about the presentations. The entire system is designed around a community of support motif including a graphical electronic navigator operable by the individual to control the microprocessor for accessing different parts of the system.

Subliminal Acoustic Manipulation of Nervous Systems

Abstract: In human subjects, sensory resonances can be excited by subliminal atmospheric acoustic pulses that are tuned to the resonance frequency. The 1/2 Hz sensory resonance affects the autonomic nervous system and may cause relaxation, drowsiness, or sexual excitement, depending on the precise acoustic frequency near 1/2 Hz used.
The effects of the 2.5 Hz resonance include slowing of certain cortical processes, sleepiness, and disorientation. For these effects to occur, the acoustic intensity must lie in a certain deeply subliminal range. Suitable apparatus consists of a portable battery-powered source of weak subaudio acoustic radiation. The method and apparatus can be used by the general public as an aid to relaxation, sleep, or sexual arousal, and clinically for the control and perhaps treatment of insomnia, tremors, epileptic seizures, and anxiety disorders.
There is further application as a nonlethal weapon that can be used in law enforcement standoff situations, for causing drowsiness and disorientation in targeted subjects. It is then preferable to use venting acoustic monopoles in the form of a device that inhales and exhales air with subaudio frequency.

Speech Signal Processing for Determining Psychological or Physiological Characteristics…

Abstract: A speech-based system for assessing the psychological, physiological, or other characteristics of a test subject is described. The system includes a knowledge base that stores one or more speech models, where each speech model corresponds to a characteristic of a group of reference subjects. Signal processing circuitry, which may be implemented in hardware, software and/or firmware, compares the test speech parameters of a test subject with the speech models. In one embodiment, each speech model is represented by a statistical time-ordered series of frequency representations of the speech of the reference subjects.
The speech model is independent of a priori knowledge of style parameters associated with the voice or speech. The system includes speech parameterization circuitry for generating the test parameters in response to the test subject’s speech. This circuitry includes speech acquisition circuitry, which may be located remotely from the knowledge base. The system further includes output circuitry for outputting at least one indicator of a characteristic in response to the comparison performed by the signal processing circuitry. The characteristic may be time-varying, in which case the output circuitry outputs the characteristic in a time-varying manner.
The output circuitry also may output a ranking of each output characteristic. In one embodiment, one or more characteristics may indicate the degree of sincerity of the test subject, where the degree of sincerity may vary with time. The system may also be employed to determine the effectiveness of treatment for a psychological or physiological disorder by comparing psychological or physiological characteristics, respectively, before and after treatment.

Abstract: An audible sound of modulated wave where a very low-frequency wave of about 20 hertz or lower is superposed on an audio low-frequency wave effectively stimulates Fm theta in human brain waves to improve attention and concentration during mental tasks when auditorily administered. The audible sound is also effective in stimulation of human alpha wave when the very low-frequency wave lies within the range of about 2-10 hertz. Such audible sound is artificially obtainable by generating an electric signal which contains such a modulated wave, and transducing it into audible sound wave.

Abstract: Sensors are provided for detecting brain waves of a user, and a band-pass filter is provided for extracting a particular brain waves including an .alpha. wave included in a detected brain wave. The band-pass filter comprises a first band-pass filter having a narrow pass band, and a second band-pass filter having a wide pass band.
One of the first and second band-pass filters is selected, and a stimulation signal is produced in dependency on an .alpha. wave extracted by a selected band-pass filter. In accordance with the stimulation signal, a stimulation light is emitted to the user in order to induce the user to relax or sleeping state.

Method and Apparatus for Controlling an Animal

Abstract: An apparatus for controlling an animal wherein the animal receives a control stimulus of the release of a substance having an adverse effect upon the animal as a corrective measure. The apparatus includes a transmitter for producing a transmitted field, and a releasable collar for attaching to the neck of the animal.
The collar includes a receiver for receiving the transmitted field and for producing a received signal, a control circuit for determining when the received signal indicates that the animal requires a corrective measure and for producing a control signal, a container for containing the substance having an adverse effect upon the animal, and a mechanism for releasing the substance from the container into the presence of the animal upon the production of the control signal by the control circuit. In use, the transmitter is set to produce the transmitted field and the collar is attached to the neck of the animal.
As the animal moves about, the receiver in the collar receives the transmitted field and produces a received signal. The control circuit determines when the received signal indicates that the animal requires a corrective measure. A control signal is produced by the control circuit when the determination is made that the animal requires a corrective measure.
Upon the production of the control signal, the substance having an adverse effect upon the animal is released from the container and into the presence of the animal.

The Pentagon’s Defense Advanced Research Projects Agency is funding a number of technologies that tap into the brain’s ability to detect threats before the conscious mind is able to process the information. Already, there is Pentagon-sponsored work on using the brain’s pattern detection capabilities for enhanced goggles and super-fast satellite imagery analysis. What happens, however, when the Pentagon ultimately uses this enhanced capability for targeting weapons?
This question has led Stephen White to write a fascinating article exploring the implications of a soldiers’ legal culpability for weapons that may someday tap into this “pre-conscious” brain activity. Like the Minority Report notion of “pre-crime,” where someone is convicted for contemplating a criminal act they haven’t yet acted upon, this article raises the intriguing question of whether a soldier could be convicted for the mistake made by a pre-conscious brain wave.
One of the justifications for employing a brain-machine interface is that the human brain can perform image calculations in parallel and can thus recognize items, such as targets, and classify them in 200 milliseconds, a rate orders of magnitude faster than computers can perform such operations. In fact, the image processing occurs faster than the subject can become conscious of what he or she sees. Studies of patients with damage to the striate cortex possess what neuropsychologists term “blindsight,” an ability to predict accurately where objects are positioned, even when they are placed outside these patients’ field of vision. The existence of this ability suggests the operation of an unconscious visual perception system in the human brain. These blindsight patients often exhibit “levels of accuracy well beyond the performance of normal observers making judgments close to the threshold of awareness,” particularly with regard to locating ‘unseen’ objects. The speed of visual recognition varies depending on its degree of the perceived object’s multivalence; ambiguous objects take more time to process. If neuralinterfaced weapons were designed to fire at the time of recognition rather than after the disambiguation process, a process that would likely need to occur for the pilot to differentiate between combatants and protected persons, the pilot firing them presumably would lack criminal accountability for the act implicit in willful killing. Because of the way brain-interfaced weapons may interrupt the biology of consciousness, reasonable doubt may exist as to whether an actor performed a conscious act in the event of a contested incident.
It’s not just legal analysts who recognize this issue. After reading my article on “Luke’s Binoculars” — DARPA’s brain-tapping binos program — one neuroscientist raised an obvious concern: Psychopathy is linked to bypassing the inhibitory control mechanisms of prefrontal cortex, and do we really want psychopathic soldiers?”

Here is the reason for being targeted by these techniques.
When I did my compulsory service in Iran Army Air Force, I revealed that revolution of Iran in 1970S was performed by some master minds in UK Intelligence service MI6. They created Ayatollahs system (leaders of Iran and its sattelite countries in the region) to control the policy of the region.
They are indirectly ordering the government Of Iran to purchase Eastern powers military equipment to make a synthetic enemy in the region and controlling
the policy of the region.Their agents in Iran were trying to prevent my travel to North America. From when I came to Canada several
Years ago, agents of Iran intelligence service working with one wing of MI6 wings and some of Canadian intelligence agents interested in Iran Ayatollahs system are trying to do brain washing by inducing voice messages ( to read what I am thinking in my mind) and inducing synthetic dreams when I am sleeping to put me in a status to forget the secret.
They also watching trough my eyes when I am awake by RV techniques during the days.
They were planning to return me to Iran to plan my physical death. However, now they are trying to create a brain injury or cancer by electromagnetic waves through inducing scary dreams and reading my mind voice while I am thinking now.Their agents in Canada tried to prevent me to pursue my PhD studies or find a job by blocking my emails. They made some dummies using biomimetic technology and matched my central nervous system with them and they can induce touching senses when I am sleeping using those dummies.
The technology that are using in this operation are combination of UK, Japan and Canadian technology. Their agents are located in Canada, Europe and Iran. The transformation of data is being done by collecting signals of brain nervous cells using cellular phone wireless network in the city and tensferring them to special center
in Canada and sending them to centers in Europe and Iran and viceversa to my brain.
The main goal of operation that was designed by one of MI6 wings was withdrawing US forces from the region and keeping power in the hand of Ayatollahs who have been created and are controlled by some of MI6 masterminds.
